That's because he's a normal Siege figure in Japan. Only Hasbro is selling him as a Takara Selects figure.

Japan never got the Decepticon-badged one. The Takara Merc-badged one is their counterpart release to the Hasbro Con-badged one, which Hasbro then decided to release back over in here as a Takara Selects release when it wasn't one over in Japan.
In fact, you know all those ID numbers that the Takara Selects have? The ones that begin with "TT-GS"? Those numbers aren't actually used by Takara, as it's Hasbro who gave them those ID numbers for their imports of all the Takara Selects, when Takara themselves have given their Selects no ID numbers at all.
In the case of this Soundblaster, however, they have, but it's "SG-EX", with "SG" denoting Siege rather than Selects. The ID number TT-GS12 was given to it by Hasbro, to differentiate it from Hasbro Soundblaster have already been ID'd as WFC-S63. In a sense, this means that the War For Cybertron Trilogy Soundblaster toy has three different ID designations across its two versions' three releases:
- Hasbro Soundblaster released by Hasbro in Siege: WFC-S63
- Takara Soundblaster released by Takara in Siege: SG-EX
- Takara Soundblaster released by Hasbro in Selects: TT-GS12
