There's a couple of options:

1.) He bought it from Jin (who had one in an auction a few weeks back) and is reselling it.

2.) He's copied Jin's pictures and is selling nothing, but will milk some sucker for their money.

I'm going to venture a guess and say it's most likely number 2.

I like the spine part. I have the feeling that maybe a dog got a hold of it and the person painted it up and called it a custom.

As best as I can tell it is an imitation of Jin's great work:
http://www.angelfire.com/mech/jinsaotome/JinsDangerousToys/Jazz.html

The markings are extremely similar, and at first I thought it may have been that the seller may have just retouched, and further damaged Jin's custom, but the scratches on the hood in alt mode are in the wrong spot, the windscreen's cracks are slightly different, and a brighter shade of blue paint has been used.

Its a copy, but an inferior one.

Naw, Jin's custom called for that. He broke it in half on purpose so it would be accurate.

Im not talking about that. There are a few spots that look like a dog chewed on it. Trust me i know how it looks. Iv lost plenty of toys as a kid because my dog got a hold of them. Hell a dog could've chewed on it then he seen jins version and decided to "save" his chewed jazz and sell it. Thats what i would do. But i wouldnt sell it. Or he could just be ripping jin off.

He is ripping Jin off.

There is no way a dog could do such damage. With dogs, the damage is either a few small scuffs/marks, or the item is destroyed. This is neither.

He probably saw how much $$$ Jin got for his Jazz, and tried his best to copy from the 8 or so pics on Jins site.

Its hardly a knock off, since jin doesnt own the rights to any of these designs or the paint apps he give them. At the end of the day ANYONE could do what Jin does, he just seems to be the most well known.

This isnt a knock off by any means, as anyone with painting experiance and scratchbuilding could make these and sell them.

Again he, nor anyone else who chooses to do this, isnt ripping anyone off.

Anyone can do these things and make money from them. Jin isnt the only person out there who can custom paint you know. If people want to exploit a niche in the market, then let them. Theres no harm in doing so and people need money just as much as Jin does. No need to act like Jin is the only person with the right to do a custom paint job to a transformer toy.

Ive made a custom ratchet because i liekd how jins looked. I even made mine look better thanks to adding a few details that jin missed, and im a novice! I was gonna keep him for myself, then i found out how much jin sold his for so i put mine up on ebay as an experiment to see if anyone would be interested, which they are.

I havnt ripped anyone off. Jin mearly made the toys look more accurate to the movie counterparts which, like i said, ANYONE could do. We wouldnt have to if Hasbro knew how to paint in the first place.

So try to get the stupid notion out of your head that anyone who does something like this is just ripping jin off because thats just 100% bull.

Until Jin puts a copyright on these designs, which he will never be able to do, its all just fanart at the end of the day.

Sorry, my posts did give off the wrong infliction.
Of course you are right, that Jin does not own the rights to the design, and that anyone can make a kitbash of any figure they want.
I was more implying that this certain seller had purposely designed his custom of Jazz to look exactly like Jin's.

Fair enough to make your own kitbash of something, it's fine to see someones idea and use it yourself (like the spine) but you should make it your own version.

Although, I must admit that Jin's is so damn good, you cannot really blame him for copying it.
