Transformers have wear and tear. Even if you paint over the paint that is lost, it's still going to come off.

so there's no recovery for it. if i leave it dry off, will it stay on permanently?

Depends what paint you use. I've done some kitbashing on the movie toys and i've noticed that acrylic paint doesn't really work too well. And unless you have some kinda of finisher.. or coating material, there's no way the paint can stay on the transformers if you still excessively play with the figure.

You know... none of my Primes are experiencing what I'd consider extreme paint loss.

In fact... I don't know that they've chipped at all. I want to see pictures of what you're talking about.
