Obviously if they made a new version, and wanted to have his mouth open they could (see CLASSIC Grimlock).
He happened to be the only dinobot that did not have a mouth that opened, I know Sludge, Slag, and Grimlock did, but Swoop...hmmm, I think he did, but maybe not.

Nope. No working mouth unlike G1 Grimlock, Swoop and Slag. Snarl and Sludge did not have working mouths.
