Scale of Primes

I'm not sure about Masterpiece. They say Optimus is about 30 feet tall in robot mode, so from that you can say he's 1/30 scale, but I don't know if 30 feet tall is accurate to his vehicle mode scale.
As for movie prime, again, the official word is that he's 28 feet tall as a robot, 24 centimeters tall, so that's 1/36 scale, but is his vehicle mode in scale?
