It's a play on the language where a similarly pronounced word can take different meanings. Not really integral to the story.

Superion uses the abacus to tally the statistics of the battle...

Megatron compares the profit from war with the cost

Prime compares the cost of war with his savings

The skit ends saying "Not over yet. To be continued..."

Then the bloopers play.

Hey sorry I didn't read this post till now.

Basically since Sixshot's (I presume that's who it is... good God I can't believe how many of these names from 15-20 years ago just come flooding back to me) picket for peace didn't work, he sends a fake e-mail to Megs and Prime that purports to come from the other.

Prime's screen roughly translates as "Treaty for Ceasefire", Meg's as "Declarations of Peace". So preserving our good old Chinese emphasis of face saving, in this case when both desperately need to stop but no one wants to initiate, it all ends happily with pride intact and face in place.
