They aren't reissues. Note that the Hasbro logo is the 1980s one, packaging is the 80s one, and the amount of box wear seems to fit it's age.

There's a 90% chance it's vintage.

It's definitely not a reissue.

And another giveaway is the original long smokestacks on Prime. Current safety laws cause the smokestacks to be shortened.

I think it's actually to prevent them from breaking off and being swallowed (choking hazard).
