I'll try my best, but those two are probably the best to answer this question.

Lucky Draw figures are very rare exclusive figures released in Japan, and can range from hundreds or thousands of a piece to (very rarely) a single piece. To win you have to be "lucky drawn". As far as I know you do not have to be a member of any club or such, merely just enter the Lucky Draw competition (often Magazine comps)
