What are these, Revoltechs?

No just ugly ass, non-transforming pvc figures.

The Revoltech Megatron features black legs.

These are so-called "Heroes of Cybertron" PVC figurines. They first appeared in 2001 and ran till 2004, and were available in smaller stores like Disney Stores. More recently the first wave has been reissued as Hot Topic exclusives.

Here is a complete list of the figures originally available.
