Beast Wars II Galvatron question

I just picked up this figure second hand, and there seems to be a piece missing; at the base of his dragon mode neck, there is one protruding, swivelling hinge that one golden drill half/shoulder pad can attach to...but on the other side of his neck there's just a hollow indent, with no swivelling hinge in. Is it meant to be this way, or have I just been ripped off?

Thanks for the sympathy, but it's a near ignorable flaw, but it only cost me 2100 yen, and it costs almost 1000 yen to get to Nakano Mandarake and back. I'm just gonna chalk this one down to experience and ask to check anything that isn't MISB while I'm still in the shop.
