Think about it: Why would they make a toy for him? I know there are lots of toys coming out right now that have no movie presence, but I've yet to see a new Bonecrusher or Brawl figure. Yet we have Megsy, Screamer, Grindor (who is really Blackout, just sayin'), and *Barricade* recycled from the last film?
It's like the Arcees. Think I read somewhere that they were supposed to combine at some point in the film and that idea got dropped, hence all this confusion about the toys.
I'd give anything (okay not *anything*, but, you know) to see the script evolution from preliminary to shooting script. I strongly suspect our boy 'Cade got to interrogate someone somewhere along the line.

Actually both Bonecrusher and Brawl's deluxe figures are making their reappearance in stores. Already seen Brawl hanging out with his ROTF friends on the pegs. Simply natural that Hasbro would exploit the Barricade mold as well, because it's not about making sense, it's about making as much money as they can while this iron is burning hot.
To be honest,the only decepticon not reappearing as a toy from the first movie seems to be Frenzy. Scorpy, Brawl, Bones, Megs, Barricade, "Blackout", Screamer - all check.
I'd just like to say that I was extremely disappointed he wasn't in the film. I've been wanting to see this "thread to the sequel" about Barricade ever since the first one neglected us. The fact we didn't get Barricade at all speaks volumes about them not listening. He was very much my favorite Con in the first film.
