No, but you can fix it yourself. There was a mod posted on the forums a while back.

That's wierd, it seems to have disappeared from everyhwere, I'm sure it was Jin Saotome that put it up, maybe you could drop him an email via his site;

http://www.jinsaotomesdangeroustoys.com/

There's an email link at the bottom of the homepage, I couldn't see the guide on there either BTW.

It was not Jin.

It was Geekee1 on these boards that posted the fix.

(an easier fix is to just not tuck the wheels back up in the kibble pack and 50% of the problem goes away.

The fix to which you refer is not much good - it ruins his posture by making his hips jut out and pulls his shoulder back. If you want to fix him, cut his head off, drill some holes and put a new ball joint in.

Switch the legs, rotate the hips around, and push the pelvis back. His head shoulders and hips will all be in perfect alignment. A slight change to my original mod. Plus I still liked my original mod more than the stock version, your preferences may vary.

Any chance you've got pics floating around? I'm curious to see.

The head mod hadn't been done on this one yet, but the leg switch has. Very simple to do.

This one has everything done to it. Note that if you do it this way you are shaving off the opposite side of the spine than in my original tutorial. Actually I think for most people you wouldn't have to trim the spine at all. The head won't go up quite as far, but it still makes a difference. I left my Henkei's like that, and I'm satisfied with them.

Is he still transformable after switching the hips?

This maybe odd or weird, but i just ordered and got henkei Ratchet about a week ago, he doesn't have the head tilt issue like Ironhead does. Plus, before i ordered Henkei Ratchet, I checked with a friend and he said that henkei was able to catch the head tilt issue before the Ratchet figure was released. So, maybe this issue is hit and miss with certain ratchet figures, but not really sure....

Still fully transformable.

I did notice that my Henkei Ironhide's head doesn't look down as much as my Hasbro one. Ratchet has it just as bad though. I cannot figure out why though.
