I heard any transformers made 1989 to present was mad in china, is there any difference in quality , are all the reissues KO quality???

Every Transformer has probably been made in China.

I think the question you're looking to ask is either:
1) Are the Official releases as good a quality as the originals? In which case yes.

-or-

2) Are the non-official releases (i.e. good quality knock-offs) as good a quality as the originals? In which case no, but they're not bad quality either.

for example is the 87 sixshot better quality than the reissue, 86 states made in japan and reissues states made in china.

If you have them both in hand, that's something for you to decide. I can't imagine the quality differs that much between the original figures and reissues, if at all.

The quality is not necessarily depending on location, but on the factory and materials used. The official reissues should be the same quality as the original, though there have been exceptions. The G1 KO reissues are somewhat inferior to very inferior in quality.

I think current production facilities are in Vietnam.

The two big exceptions are situations where a flaw in the original figure has been improved in reissues (eg. G1 Soundwave's tape door) and where the mode has deteriorated (eg Encore Onslaught, apparently)

Godginrai re-issue was made in Japan.
