Target Excluve Signal Flare (Is mine the only screw up?)

Only my Signal Flare has two of the left (or right) shield parts.
The weird thing is that the holding-post for the screwed up piece is sapped off on the underside.
So, is it just me or did I get a bum Signal Flare.
