The original release of Hot Rod had diecast feet. He was never all metal. Later versions replaced the metal feet with plastic.

G1 figures contained die cast, but they were not completely made out of diecast.
Yes Tracks' diecast is on his legs, and HotRod's is limited to his toes and only on certain versions.

Subsequent reissues of Hotrod have all had metal feet too, making the plastic toes rarer.
On the subject of this, I never liked metal toes Hot Rod. Why leave his feet bare metal? It produces such a contrast against the rest of the toy. Sure, the metal is black, but it doesn't look the same as plastic or paint.

As we said certain versions of Hot Rod had plastic toes, so no die cast. The plastic toed versions are still official though.
