Yup, that's correct, it was never produced, only prototyped.

They tried again in Beast Wars Neo, and that too failed to get released.

Umm....yeah. It's one of the TF Holy Grails.

Since its a Prototype, and there are likely only one or 2 of them out there, I'd say it can't get any rarer than that.
