Anyone know what this is?

My guess would be pre-production sample, one of the mock ups for the final figure.

Most likely a KO, though I have to admit I've never seen Action Master KO's.
You may be on to something. Except for the head and upper legs, the body is in the correct colors for Axer. Missing some paint apps, but all in all, it has to be a production sample.
