I unpeg his cloak from the cloth covering his face, then I kinda try and rebalance it on his elbow on whatever pose he's currently doing. Currently, he's firing his cannon so his cloth is horizontal to match his left arm being positioned to the back, instead of the vertical it should have been to give it the look that the force from his gun is making it tear backwards. Kinda works.
The cloth idea is nice, by the way (I would have never thought about it lol).

Erm... You do realize his cannon's claws can be locked in place? Push the ladder-switch in deepest as you can, then twist it (clockwise, counterclockwise, I cant remember). Long as the ladder's turned slightly to one side, voila, weapon lock.
