My memory of ROTF is a little dim as I didn't collect the figures myself, but I do believe that legends Wheelie was at the tail end of the line and thus never saw ful distribution?
That would make the most sense but I cannot be sure of the accuracy of the answer. Don't worry an encyclopedia will be along shortly to better answer your question.

I don't really think Wheelie was all that rare. Maybe he is just so awesome of a figure that nobody wants to part with him.

ROTF Legends Wheelie? There's like five of him, for between $6.99 and $9.99, on
eBay right now.

I think he means Legends Classics Wheelie, and Id blame distribution. From what I can remember, I don't think a lot of the retailers carried legend classes so easily. I found mine at Meijer, and saw another at Walmart. No one else carried them. Now they all do.

I don't really think he's that rare. I can easily find him on eBay. To take notice back to the ROTF days, when I purchased him in stores, there was a whole wall of him. So I don't know.

Was ROTF Wheelie considered Legends Class? He's like a shelf warmer in my area. Legends neo G1 Wheelie(the one with the anime accurate orange color as opposed to henkei lemon yellow)was indeed htf. I got lucky and managed to score one and the henkei version.

Never saw the Legends, but I never focused on them.
The deluxe class version is awesome though. It's ugly, but is awesome.

Hey, I can't argue awesome when awesome is due.
The deluxe Wheelie figures is one of those ones that you don't think much of, then you open it and are blown away by how cool the figure is.

The stores where i am didnt, and don't have much transformers stuff, they have half a section of it, but when i went last year/year before, no wave 5 legends, just op, jetfire, springer, bee, megatron, starscream and the other two from dat wave. ill just buy him off ebay. i managed to get hold of the other missing parts, like soundwave and p.a op and stealth bumblebee. but not him

Just for you, ROTF Wheelie was in two Classes: Legends and Deluxe. Here's a pic of the Legends version:
