Can anyone in the US or Canada or anywhere else confirm the existence of this "variant" toy at their part of the world?

The shininess of the logo on the front makes me think it's a logo sticker instead of a paint app, plus the border around the Autobot symbol is uneven, so I'd be inclined not to believe it.
A custom, perhaps?

Hoax primarily. One can easily tell most of the silver details are painted on, especially on the back, and the Autobot insignia is clearly a sticker. However the painted one does have the white plastic forearms, which has already been confirmed to be an existing variant.

The original source from the site stated that the Autobot symbol was a foiled label. Didn't realize HasTak returned back to labels (except for the rub symbol in RTS and Classics)

It's a Hoax, Hasbro might not make the greatest paint apps ever, but those silver paint apps there are too sloppy to be from Hasbro. You can see the brush work on the back paint especially well.

Is this guy actually trying to pass this off as a genuine toy? Or is he simply showing off his custom work? If it's the latter, I think 'hoax' may be a strong word!

It's absolutely clear it's a custom paint job (type of paint, number of apps, sloppy borders, paint over existing deco). Heck, I painted my Jazz in much the same way; I even gave him a sticker!
Overall, it's a nice try at upgrading the Hasbro Jazz. If he's trying to convince people it's a store-bought variant, though, he should be ashamed!

Hmm, interesting.
I don't like saying bad things about people, but he's either a liar, or can't tell the difference between a toy in a sealed box and a customised toy in a resealed box.
That said, the only way that thing could've ended up on the shelves is if the owner of the shop accepted a return. Would you paint a toy up like that then hand it over for 800 pesos?
What do you reckon this will turn up on eBay before long?

I just remembered, there was a previous thread with a verrrry similar issue concerning a sealed "variant" of RTS Jazz.
Just goes to show how popular the Jazzmeister is for people to go through the length of customizing and then resealing him in package.

I am just blown away... by how they managed to reseal that deluxe bubble on to the card!

You have to cut the bubble off the card to get the toy out! How did it go back in?

And I was one of the people who confirmed it was fake. Sucks huh? What's worse, we've given the creator of the hoax an additional 15 days of fame.

If you're careful enough, you can remove the bubble half way and then just glue it back down to the point that it's pretty well unnoticeable. I used to take great care opening my figs and once had to exchange a figure with a paint QC issue...and while I'm usually not embarrassed about buying or dealing with TFs, I felt like a dumbass exchanging a fig as a grown adult because of a pretty minor paint issue (but big enough to drive me nuts...there was an extra stripe on
one of Universe Classics Starscream's tail fins that wasn't supposed to be there.) So I resealed it, returned it, and bought a different one. You couldn't tell it was resealed.

That's got to be a custom. The silver on the taillights looks like it was done with Sharpie, and the Autobot symbol looks like it could be a sticker.

My initial guess is somebody bought a cheap on sale RTS special ops jazz at 350 pesos (about $8.50 USD) , jazz it up with modeling paint, sticker and just put everything back in package. That why its was sold at 800 pesos ($18.50) - instant $10 mark up profit for a quick 1 hr. touch up work. The toy was then consigned at at hobby shop.
