I heard Starscream's tech spec is actually Skywarp's tech spec and his tech spec is actually Starscream's. Is that true?

I don't think the big "H" have ever actually confirmed it, I can't imagine their record keeping goes back that far. Given the nature of the two characters it makes a lot of sense when you compare the two side-by-side, and is generally accepted by most fans.

If you are refering to the Henkei Tech specs, then yes. Skywarp has a total of 63 points, while Thundercracker has 53 points, and Starscream has 51 points.

Not sure about G1 Specs though.
