As gothweaver suspected, it is Classics Hot Rod wearing Fansproject's Protector Armor.
I used to have Warbot Defender in with that collection... And still love that figure dearly. But after getting this Springer, I decided he fit in better with these guys. You said that Defender would fit better size-wise with figures like Hot Rod or Galvatron.... but, well... That Galvtron's always been a puny wimp, anyway. As for Hot Rod... when (thanks to Fansproject) he becomes Rodimus Prime, and when Ultra Magnus has his armor, this Springer fits in very nicely with them.
Yeah... Animated Arcee does stick out a wee bit... But at least she has a custom head and guns (and I took a silver Sharpie to her yellow bits) so she looks a bit more G1-ish.
Other then her (and a few humans or Targetmaster partners) the only ones who aren't technically isn't "CHUG" (never liked that term... I usually still just say "Classics," even if it is from one of the later differently named but Classics inspired lines) would be Blaster and his Data Discs. I don't really go for toys from his continuity... But Blaster seemed decent, and like he might fit in well. (The only other "Classics" option for Blaster would be the USB hub one. I'd never gotten that one... And he wouldn't have had updated versions of his cassettes, anyway.)
Really, for any "Classis" collection to have a decently full line up, it is going to have to mix lines at some point. For example, my pre-movie Decepticon have Classics, Universe, United, Generations, a bit of thid-party (Reflector), Music Label (Soundwave), and even a Real Gear figure from the 2007 movie (Booster X-10, repurposed as Lazerbeak. A bit large compared to his fellows, but he will make due until if something better and the right price comes along.)
