Can anyone tell me any information about this figure?

It's a 1" Rumble/Frenzy, unpainted, transforms. Does anyone know how old this is, if it came in a set and where I could find one? It was for sale on eBay recently and I have never seen another one. Any information is highly appreciated.

So far my best guess is that this might be the Frenzy from Kabaya's Choco line from the 80's.

Looks like one of those "decoys" they made for a while.

It also looks like a M.U.S.C.L.E.
