Is this a pre-production figure or a KO?

I've been buying Transformers, from an eBay seller in China, and the items all have appeared to not be KOs (some of them in the "Why would anyone bother to knock something this cheap off?" price-range).

I bought some First Edition TF Prime Bulkheads from this seller, and one of them has uncolored limb joints (like the ones on Xovergen's Supreme Tactical Commander) and the number "103" printed on the front of his chin plate.

I'm just trying to figure out what I have here ... (I just took a pic of the upper part of the torso, but the joint coloration applies to the other joints as well. Also, the body color isn't different; my flash just went off on one and not the other).

50%/50%. Unless there some credible 3rd/independent party certification, anyone can just about claim anything.

It could be the reissue from earlier this year that came to BBTS and TRU. Optimus was missing paint apps, this Bulkhead's arms pop off and have stress marks. I'd imagine missing paint and numbers stamped into the face would seem par for the course for the terrible second run of these guys.

I could be wrong, it could be a KO, but it could be a legit junker.

As far as I know Bulkhead's reissue did not have any plastic colors changed. Plus, the numbers stamped on figures' parts are usually longer and in legible ink. Looks like a preproduction sample to me, but I'd need a full body shot to be sure.
China is infamous for stolen samples and test shots (tho tightened security nipped that in the butt in the last years). Does it have a "Not for Sale" stamp anywhere?

No, it does not have any stamps on it ... it DOES have some kind of sticky residue on his windshield, though, as if a label were removed poorly.

I want to say pre production. That looks like the kind of plastic you'd see on a figure like that.
