decepticon language

couldnt understand why the decepts spoke to one another in english (megs to starscream and vice versa) when they couldve communicated in the decept language. i thought the decepts hated humans. why would they use their languange with each other when the entire time they are speaking to each other in the decept lang?

Well, you have to remember that it's just a film designed for people who don't know Cybertronian, isn't it? It's JUST a film. I mean if you can handle giant alien robots, you can handle them speaking english too, I think.
And anyway, if it was in Cybertronian, we wouldn't get to HEAR Megatron berating Starscream just like he did in G1 which the scene is supposedly a tribute to. So, you know..
If you want an in-story explaination.. Maybe they can only handle one language at a time. The way computers could only handle one language setting, you know?

They were speaking Cybertronian to each other. It was in English so you could understand it.
Kind of like "300" and "Troy" and Klingons. It's English so they don't have to subtitle the whole thing.

That's what I'd assumed, although they did have subtitles as well.

It's sorta like in The Hunt for Red October, how Sean Connery and the other actors were speaking real Russian at first, then the camera zoomed into the zampolit's lips as he was reading the Bible and as it pulled back, the language we heard went from Russian to English.
They didn't really start speaking English. It was just a dramatic device for the benefit of those of us in the audience. We're to assume that they kept speaking Russian the whole time. That's what happened in Transformers: when Megs and Starscream conversed, it was really in Cybertronian. I think that when Megatron woke up his "I am... Megatron" was in Cyber-nese too, 'cuz he hadn't had time to assimilate Earth language yet (am guessing he did it the same way that the Autobots did, and that's how he was later able to taunt Sam).

What I don't understand is: When did Megs learned English? When he was tracking the Cube and fell in stasis he didn't had any time to scan the World Wide Web.

Maybe when he was flying around en route to Mission City?
I don't think that was English that he spoke when he declared "I am... Megatron!" That was still in Cybertronian, just "rendered" English for our ears for dramatic benefit. But he had plenty of time to pick up English via the web between his waking-up and taunting Sam.
As the Brain With Legs(tm) explained to Keller, they were dealing with technology based on quantum computing. Whether that's the Transformer spark itself or some secondary system, it's already conceivable with our current understanding of the concept that such a thing as rapid decoding/translation of language *might* be possible.
Of course, this kind of postulizing could easily lead to all kinds of horrible fanwanking (i.e. painful gymnastics of the mind in an attempt to make sense of That Which Does Not Really Make Sense(tm)). So proceed with caution
