Well, for one thing in G1 cartoons, there wasn't any human contact. The only human contact I recall is Spike in the movie, and that was the movie. Was Ratchet even in that movie?

Back to the topic: They were on Cybertron and around other 'bots, so no pheremones (that's what it is, not hormones

) were available to 'smell'.
Are you referring to the 86 movie because if you are, both Spike and Daniel were in it and Ratchet had been exposed to humans for about 20 years in the the G1 timeline from first episode to 86 movie events. There were a bunch of humans in G1, the general public was quite aware of who the Autobots and Decepticons were, at least in bot mode.
Ratchet was in the 86 movie and he was killed. It brings up an interesting question to me because it's rumored that Transformers: Animated is kind of a continuation of the events in G1. Supposedly the events in G1 are cannon to the TF:A universe. It's also rumored that Ratchet is a survivor from the war of that era... but he died in the 86 movie. Oh well, Prime died to but came back in Season 3.
As for why Ratchet can't smell pheremones in G1, I don't think the writers ever thought about that type of technology. Besides why would they ever need to use it in the original series?

Yes, I was referring to the main series, but in the cartoon movie, I knew Spike and Daniel were in it. But I don't seem to recall Ratchet being in it....and that's why, you explained it, thanks!
Anywhoos, this movie is also a PG-13 movie, and the cartoon was what, G, if not below.

Pheremones weren't really an issue, and neither was 'mating.'
