Turns out that it wasn't even Cullen in the youtube test clip. Here's the scoop, per Michael Bay. When asked about the lips and voice:

The unreleased ad (Prime speaks) that was posted on youtube was a test that European were making with the ads. The clip where OP was "speaking," lets just say that it wasn't OP or Cullen speaking. It was something the European studios added on their own. In fact, it was a test shot."

Old News, but it doesnt say prime will not have lips.

Finally the SOB listens to us. My angel has striked again.

the prime shots definitely looked out of place (looked like crap), so im not surprized that someone else added them in/unfinished/whatever
But it is known that there are polished up scenes of prime talking with lips. etc.

the blogger makes a big jump in logic by assuming that since those particular scenes in the prime speaks trailer will not be in the film, that prime's lips wont either

im still waiting for confirmation

Sounds like it's still the mouth plate/lips combo to me.

I'm cool with that if the lips are done well (not like that clip though).

Human lips growing right out of the chin is proof that Michael Bay knows nothing at all about our good old Transformers.

Once again, nowhere do I see anything that says no lips, also I dont where this "lips growing out of a chin" stuff comes from, when I watched that cut it did not seem off or out of place to me.

Funny.. In the AICN review it is revealed that he does have lips.
