Devastator was always a giant robot formed from a bunch of construction vehicles. Just like he is in ROTF.

The name of the tank in the first movie was BRAWL. However, I think there was a mistake with the subtitles that incorrectly referred to him as Devastator. It should have never made it into the first Transformers movie. Even the toys for the Tank for the last movie correctly called him BRAWL. Anyone else know for sure on this???

I didn't notice Jazz in ROTF. The last time I saw him he was in two pieces in the first movie.

From what I understand... Just about anyone can input information on IMDB, so it's not always accurate... kinda like Wikipedia...

Jazz did not return.

The tank in the first movie is Brawl, despite what the subtitles called him. It was an error. "Devastator" was an eraly working name for Brawl when he was being developed. It was kept in the first film becasue Michael Bay liked that name better than "Brawl". But it should still be Brawl regardless, as everyone else besides Bay stated that it was an error and that his name is "Brawl".

This giant combiner is the real Devastator.

But as for this question:

This get a little more complicated. While there is only one Devastator in the movie universe, there are several other Transformers universes outside of the movies. If you look here, you can see that the name "Devastator" is shared by several bots in several universes. The most notable of these would be the original Generation One Devastator.

It's like how the names "Optimus Prime" and and "Megatron" get reused over and over again. There are many bots from different universes and continuities and share the name name.
