I think you're referring to Long Arm. As far as I know he's in the game and being made into a toy.

He won't be a character in the movie, but it looks like Hasbro just took other vehicles from the film to make them into non-movie character TFs. Kinda clever, actually.

So the blue car in the movie-tie in game is "Payload."

however, payload is supposedly a swat suv type truck.. you can wiki it.
