Wouldn't the Decepticons have won if they were all just a bunch of Frenzy units?

He could sneak around anywhere, function with his head off, hack like a mofo, etc etc...
...so like, for a hostile takeover of Earth, wouldn't replacing every other Decepticon with a Frenzy unit have resulted in success?
There seemed to be no point to the others being giant, other than to be giant targets.
Like the first scene... a Frenzy unit could've hacked that comp like nothing, no need for a big red carpet announcing your arrival along with taking gunfire while ripping a base apart.

An army of Frenzy units would be like having an army of Waspinator units. You can hack them to bits, make them hyper without any caffeine, blow them up, or decapitate them, and they'll come out smelling like roses, or like gas.
Did I mention that they'll probably get possessed by a ghost?

*spoilers* yeah, they should've stuck with frenzy for the haxxorz, but they would need the big guns for actually extracting the cube. That was a well-guarded facility that it was stored in.
