How do you mean? Do you mean you're only considering making your story for certain level ranges? Or are you planning to make it for all level ranges, but you aren't sure how to split them up?
I am trying to design this like the inferno missions. For example 0-2 mission will be something along the lines of recovering an ancient Cybertronian probe which crashed in neutral territory. The probe will have info about a new planet rich in resources. L3-5 will then have the responsibility of launching a scouting party to the new planet. There could be a polar mission where the same levels are trying to prevent the opposite faction launch. L6-8 could be setting up the colony and exploration of the new planet. L9-11 could be raiding the opposite base to wipe the colony out. The planet could be inhabited like prehistoric earth or completely free of sentient life. I have no problem of breaking the categories to be two levels each as long as we can fit in the missions. There is no desire to go 1-11 for any of it. If there is desire for such spread, I would go 0-5 & 6-11.

I hadn't considered 1-11's, actually, though I agree with you regarding them. My question was more to inquire about whether you were wanting suggestions on how many brackets to add (such as 0-2, 3-5, 6-8, 9-11 vs 0-5/6-11, etc) or wanting suggestions on how many players to put in each bracket, splits in the levels and numbers of each side (such as the Mkall missions), etc. I'm sorry I worded that so poorly ("all" should have read "certain". The power of sleep deprivation.)
I guess I'd suggest writing the story first. Once you know how many parts you'd like to make missions for, just divide that number into 11. The way you have the settup thought out, based on what you've written, I imagine it'd be easy to take any out and reallocate the level ranges as needed if you change your mind at any point.
