Hercule/Mr. Satan champion of the world martial arts tournament (whenever someone with ki isn't there)

OK, this one was tough.
If Hercule has his jetpack and bombs, he could win.
But in any other scenario, Dan (as well as pretty much every other fighter) has Ki abilities. He also has quite a bit of untapped power (or it least it seems that way whenever I use him)

I think Dan would mop the floor with him, and considering he's just as fast as most characters, means he's able to dodge bullets and counter most any attack. And he can take hadokens to the face, with the worst case scenario being a KO, and hadokens as well as other energy attacks come from focusing your Ki.

Iv'e never seen Hercule take a Ki blast to the face, and if he did, they'd need to wish him back.

Street Fighter wins.
