In simple, physical terms, Shockwave outclasses Prowl. However, both are versatile warriors and would've made copious preparations. Remember when S crippled Fort Max with a giant spear fired from a fake palm tree?! These clever warriors love to build ingenious traps!

If P can outmanoeuvre S long enough, then S might run low on fuel and have to retreat. If P fires acid pellets or missiles into S's cannon-mode barrel, he might do serious damage to S's innards. P is capable of such shots but it's much harder to achieve on the battlefield.

P has immense amounts of information about Decepticon activities. I think that he would anticipate the arrival of S at his location. He would prepare plenty of traps for him. S would lose or at least be forced to retreat. I'm predicting a P win through good planning. However, the Decepticons would inevitably counterattack as soon as they could.
