Yeah, makes no sense. I can understand the Daleks and Cybermen, but Cartoon Network?
Is it the characters from Cartoon Network? Or the people who run Cartoon Network? If it's the former, CN wins, they have DBZ and Naruto. (As much as I hate to admit it, they're ridiculously powerful characters) If it's the latter, Daleks win.

The daleks could just use "emergancy temporal shift" and end up even before the battle started and wipe out the cybermen AND the DBZ characters. Although I don't think they stand a chance against Grim Reaper. ( from Billy and Mandy)

Amazo alone could win this. He doesn't take damage, he can shift himself to any universe, he's essentially a God.

anyway, Grim vs daleks!
Grim uses his scythe to warp into Dalek base, slices Davros head off and the Daleks go mental and try to blast him down. Grim slices the Daleks eyes of so they can't see.
They scramble around the base, confused!
In all the confusion, a lone daleks uses emergancy temoral shift to end up in an unknown lab...
Billy runs into the room, Mandy pulls off his nose and throws it at the squealing Daleks. They all get covered in mucus.
Then a troop of cybermen enter the base and advance toward the trio. Just then, Goku smashes through the roof and knocks over ten cybermen. Gohan follows on behind with Vegeta and Trunks.
An Imperial weapon Dalek comes in and blasts Vegeta in the back! Mandy glares at the Dalek, but Daleks do not have fealings. The Dalek could not feal any fear.
Grim slices the gun off the imperial weapon and turns around to watch Goku smash another Cybermen to the ground. Trunks tries to save Billy from a falling piece of debris. Billy pays no attention at all.
Then a booming voice echos through the room.
"To Be Continued!"
Billy yells back at the voice; "WHAT HAPPENED TO MY NOSE!"

Amazo could just copy whatever time travel abilities that the daleks have and use it himself (probably with greater ability to boot due to his ability to "evolve" whatever powers he steals).
