Yes, this is a very hard call.
Darkseid is a bit more powerful, but the Doc is the biggest criminal mastermind of all times.

If Doom can figure a way to evade the Omega beams, he has the smarts and technology to take Darkseid..

And i reckon Dr.Doom's at least equal or better than Batman.
