This is a tough one. The Joker is my favorite super villain, but Green Goblin (That is, if we're talking about Norman) has much more money and resources. Also, if we're using the movie Goblin, he's probably going to have some defenses against Joker's Laughing Gas.
I guess I'll have to give this one to the Green Goblin.

If the Joker can handle billionaires with toys (Lex Luthor, Bruce Wayne, etal), Green Goblin would be too easy.

Green Goblin, especially since the goblin serum ended up giving him enhanced strength to go along with his insanity.

2019 Joker would, without warning, stab Goblin to death with a blunt screwdriver and then do a little dance in a nearby public toilet. Legend!
