Cap ftw. Bullseye's great aim won't matter as long as cap is blocking the bullets/other weapons with his shield. The battle will end after a throw from the shield and a few smashes.

Cap's skill with his shield will negate Bullseye's range attack advantage. Cap wins this one.

Cap. So long as he holds his shield, Bullseye won't be able to hit much else.

Captain America! he can dodge bullets, he can tank with his shield and with his combine super human abilities it would make him more powerful.

Obviously, Bullseye will use the element of surprise and also a powerful sniper rifle. Tiny pieces of Cap will be all over the area.
