Doesn't mean he wasn't. Prowl was in fact second in command in G1.

Prowl vaporizes Wolvy into an adamantium skeleton.

Prowl is intelligent enough to analyse Wolvie's genome and find a way to destroy his healing factor. Wolvie would die of sudden old age and multiple diseases without a fight.
