This is a listing of fictional characters with abilities considered to be psychic.

Its a toss up between Mewtwo, Cable and Jean Grey.

i dont know most of the guys on that list but ill put a few in:
cosmic tier:
jean gery (as phoenix). jean is already probably tier 2, but with the phoenix augmenting her i think her telepathy is pretty limitless.
planet tier:
cable. without the virus he has to devote his power to keeping at bay he is able to link to every mind on earth, as well as levitate an entire city. there is a whole arc in cable/deadpool about it.
country tier:
xavier. with cerebra he would probably be planet level, but without he has none of the raw power jean has. he is very very skilled with the power he does have, and can use what power he has better than most, but he is still considerably below
city tier:
mewtwo. he showed considerable telekinetic power, but other than wiping a few minds he didnt do alot telepathically. he did control joyce over a long distance, but shes only one mind.
street level tier:
soundwave. soundwave can read minds, but he only shoed to be able to do it under ideal situations. he read the dinobots, but he had to do it from close range, and with them not paying attention. so he has a fairly passive power, and probably cant really do alot to someone who is aware of him and fighting back.
i might add some more later but im too busy to do anything else now.

R. Daneel Olivaw from the Foundation isn't quite "cosmic", but he probably is above Tier 2. A low level Tier 1 or Tier 1.5 or something like that.
As for the reasons, he is a telepathic robot that has been directly stated to be stronger than Gaia, a planetary groupmind formed by a billion human telepaths. Moreover, Daneel has shown the ability to project his telepathic influence from the Moon to a planet orbiting the star Epsilon Eridani, roughly ten light years away from the solar system, and it has been implied that he can do this with galactic ranges.

Wasn't he actually stronger than Rachel Summers at that point?

I think Mindwipe could be considered a better psychic than Soundwave.

John Vattic from Second Sight. I'd say he's at least on Tier 4, his powers were tough enough to be able to use them for pretty much anything he needed. But [SPOILERS AHEAD! YE BE WARNED!] his Foresight powers were not in his control, to the point that he confused them for reality, while he believed the present was just a flashback.

im not sure about cable and Rachel its been a while since i read the comics. as far as soundwave goes, i dont know how it works, you put him on your list so i ranked him on what id seen him do.

At the end, Kain and Raziel were better than Turel (and their feats are better to quantify since we see a lot more from them).

Pretty, but I have no idea who John Vattic or what Second Sight is. And saying he can use his powers 'for anything he needed' doesn't really tell me all that much. Please give concrete feats for him.

Sorry. Second Sight is a completely kickass game released for Xbox, PS2, Gamecube, and PC. It's about a guy named John Vattic, who wakes up in a looney bin with no idea how he got there, or why he is suddenly developing psychic powers. He occasionally has "Flashbacks" to being signed as a consultant to a Marine group named WinterICE. (
Later, it's revealed that the flashbacks are the current time, and that Vattic actually has precognition, but can't control it, and thinks the possible future is the present)
He's got Telekinesis (He can pick up a guy and smash his buddies with him, or activate things from a certain distance), a Psi-Blast (Either a large ball thrown forward, or sending a wave in all directions) a healing function, invisibility, possession, astral projection (Which can be used to flip switches), and the ability to heal himself or allies. He's also good with a variety of guns.
Unfortunately, if he overuses these powers, it really slows him down.
It's a great game, it's a lot like Metal Gear Solid. You can probably get it for free off of GameTap, (Not pirating!), or probably at a GameStop/EB Games for cheap.

He sounds a lot like street level Tier 5, why did you suggest city level Tier 4?

I didn't forget them. They just have no feats. Mewtwo got a whole movie and a series special devoted to him, so he could show off his powers.

Entei is not a Psychic pokemon.

Wait wait wait, I got two:
Alma Wade and Paxton Fettel from F.E.A.R..
Both had some really freaky **** going on. Paxton had an entire army of Replica Clone Soldiers that he controlled and brought to life purely through his own willpower. And he had enough energy left over to be able to do that, summons various ghosts, and cause severe hallucinations, as well as brutally slaughter people...all at once. Alma had similar powers, though it can be assumed that her powers were much stronger. (She did not, however, exhibit Paxton's ability to use Replicas)
Definitely at least City Level.

Definitely at least City Level.
Paxton was the Commander and could give orders and recieve information from the Replicas, but he did not "give them life". They would activiate or deactiviate as he saw fit or when he died.
There's no evidence he was the one causing hallucinations. In all likelihood that was Alma.
Alma is not a City Level Psychic. She's "parlor trick" level at the most according to this chart. It's silly, I know, but that's what you get for attempting to quantify a supernatural ability with a physical scaling.
