Hypothetical situation: Prince Xizor survives Shadows of the Empire and allies himself with Thrawn. Together they decide to overthrow the Sith Theocracy that is the ultimate flaw in the Galactic Empire.

It's a battle of galactic wits, strategy and intrigue.

Who rules the Galaxy?

Thrawn's good, but he can't outwit the Dark Lord of the Sith. And Xizor is too pompous to succeed too, so I say Palpatine and Vader.

In terms of pure strategy, there is no way that anyone could outdo Thrawn. Of course, tactics and strategy are all a moot point if the Emperor is allowed to complete the Second Death star and uses it wisely.

It's a tough one, but I'd go for Thrawn

Im gonna go with Palp and Vader. Force on their side i tihnk it would give them the edge. And palp knows how to sceme and plan after all he brought down the republic.

palpatine should win this for his side. his greatest weapon is his planning and scheming. forseeing nearly everything. he took over the galaxy without having to lift a finger. other than when he took on mace and the rest all hed had to do is sit back and plan while maul and dooku ran around implimenting his plans.

while thrawn may be a superior stratigist, palpatine can see things before they happen. he nearly eliminated all the jedi in existance with only his words. plus would he even need the death star that much in eu if he can use force storms?

so while the others might have better military planning palpatine will always be one step ahead. and vader isnt an idiot when it comes to waging war. i think palpatine is the big factor though. subtly influencing events, near infinite patience, nearly infallible planning and enough power to take out an entire fleet by himself.
