Major Motoko Kusanagi as per the original manga series has the full computer hardware of the Sleeping Universe somewhere in the disputed areas as well as whatever RL security she can manage to subvert/control in seven months of prep time. she also has twelve + one copies of her SAC self as elite security, ONLY.

Rommie from Andromeda has herself put on computer hardware from the Andromeda Ascendant somewhere in the disputed terratories. As well she has twelve of her clone bodies as personal security.


Who wins?

Cortana, easy. Especially if she's hooked up to one of the Halos.

But she's not so I'm going to say Motoko or Rommie. Cortana is smart but as AI's go her greatest achievment has been awsome memory storage.

Rommie has some big, poorly animated war robots. Also a super powerful star ship. She wins.
