Conan can only figure out how things happen. Carmen doesn't stick around for that kinda thing. So Carmen wins because she's got trained goons and lots of tech on her side.

I'd say Conan is out of his league. The only reason Carmen ever loses is because she restrains herself by hiring incompotent goons so she can have a challenge.

She's basically the Alucard of crime.
