No seriously, Shockwave wins. He's much more advanced. If necessary, he can connect his brain to auxiliary units to gain even more logical processing power. Spock can only do an occasional mind meld, with difficulty.
Both Shockwave and Spock clearly have emotional sides, as shown by Spock's human side and Shockwave's grand ambitions. If Shockwave had no emotions, he'd have no motive to go beyond his normal duties.
