I got to say the Canaries takes it.

At least Black Canary II has some powers,and both Canaries were great fighters.

Neither of the Silk Spectres had any powers.

The SSs would ask Dr. Manhattan for help. He would neutralise the BCs from a distance. No one except the SSs and Dr. Manhattan would know what happened. It's cheating but sometimes the Watchmen have to fight dirty to win. This is superhero life with the censorship removed!
