These 2 have both been high ranking in their own parties but to my knowledge have never faced each other.
Who comes out on top?

i was thinking about either this or jazz vs starscream the other day. its a hard pick. prowl would be a better soldier, probably better aim, more tactical, better hand to hand, but starscreams status comes from his flying, not his work on the ground. im probably going to go with starscream, simply because i think he will be able to do enough damage from the air before hes brought down that he will have a big advantage. he will probably get a couple of shots into prowl, then prowl will take out his wing, then a nearly 100% robot mode starscream will finish him off.

Prowl would win because Starscream is too much of an aroogant idiot. He would over-estimate his abilities against Prowl and Prowl would exploit that and turn his arrogance against him.

Prowl (comic version), his strength level only places him one step below leader type transformers.

This is reflected in this techspecs, nearly all his stats are pretty high (most of them are 9!). The early techspecs are somewhat accurate, but it goes out of the window around 1985.

Only Cartoon Starscream, did comic starscream ever use null rays?
Have to take weapons with a pinch of salt i think. Prowl is a good enough shot to hit Starscream in Jetmode and i would guess is probably a better hand to hand fighter judging by Starscream preference for air-to-air combat.

Didn't Starscream blast the crap out of Prowl already in the movie? I like Prowl, but I gotta take Starscream on this one.

With Megatron's assistance, yes he did. Starscream's ego would get the better of him and Prowl would take advantadge of that. Anyway you look at it, Prowl would find a way and scrape through.

I think it was Scavanger who blasted Prowl in the movie. Screamer whacked Brawn, Ratchet and ironhide. Thought the last 2 were pretty much dead anyway but he probably blasted them just for the hell of it. My heart goes out to Ratchel cuz he got 2 direct shots from Meg's gun mode to the chest.

As for Starscream against Prowl, I'd go with Prowl. Starscream would probably go egotistic and underestimate Prowl. It'd be close, but Prowl would zap Screamer with a well placed shot to the huminah-huminahs

Duh me! It was Scavenger. Geez, of all the Constructicons, why Scav? And one shot too. Looks like he was more dangerous than he appeared to be....

One-on-one fight, if there is plenty of trees or buildings to use as cover, Prowl would win. I always had the sense that he wasn't being placed in a position to use his abilities to their full potential within the Autbot team and Starscream always overrates his abilities causing him to self-destruct any chance of immediate success.

I think Starscream's ego is more dangerous to Starscream then Prowl could ever be.

Prowl would have to think too much to form a plan of attack. he's dead before he could come up with a good one.

Null rays would win it for Starscream but Prowl would work hard to avoid them.

One good tactic for Prowl would be to distract Starscream with missiles and then spray him with acid pellets. These would degrade Starscream's fuselage and flying ability. I'm assuming that the acid pellets are super-strong, like in Alien movies. Perhaps they aren't technically acid but something else like gallium, which makes common metals crumble to dust. Once Starscream is grounded, he's an easier target.
