In a fist fight, Brawn could beat Hot Rod with sheer strength. However. Hot Rod's too intelligent for that. He'd use his superior speed and firepower for a hit-and-run strategy. Unless Brawn can out-muscle Hot Rod, he'll get worn down.
Brawn is an experienced fighter, though. Perhaps he could try a sneaky tactic like 'playing dead'. He could pretend to be critically injured and unconscious. When Hot Rod comes close to check on his 'kill', Brawn could launch a surprise physical assault.
