Dinoking is something of a underdog gestalt, he was primarily written this way for comedic value.

Though I'd give this battle to Dinoking since he is more advanced then Devastator.

Dinoking is weaker but cleverer. He might be able to out-fight Dev with skill. However, Dev lives up to his name. The Constructicons can build defences too. I give it to Dev.
