If I were to guess, they were thinking, "Gee, those movie transformers are so complicated we'll never be able to make a transforming toy that looks acurate in both robot & vehicle mode....so how about we make the main line accurate as vehicles(or as close as we can get) with as similar robot designs to those in the movie as we can get with those, & then make a seperate side line of non-transforming robots meant to portray them in as accurate a robot as we can get & still keep them in a $10 price range...that way we have the best of both worlds."

You have to remember that most of their revenue comes from kids. So they market to kids.

I've bought Megs and Barricade, and am pleased with them. I won't put them with my other figures (lack of transformation and all), but they do add a bit of 'nifty' to my computer tower...
