I know he's not in the movie, but I keep seeing him mentioned as if he was.

Its also a bit odd that he'd get his own figure outside of the carabiner line with the "main" movie toys.

Whats up with that, my personal theory is that he must have been in a very early draft of the script as "disposable decepticon # 8" and got erased out of later drafts but Hasbro was far enough along that they decided to go with it anyway.

He might be featured in the game as a game character, or he simply could be a toy for the movie line. I for one hope there are lots of Transformers in the toy line who wernt in the movie. Otherwise the toy line would be rather small.

Supposedly we're going to be getting (in addition to the scout-classes which are probably repaints from older lines):

TRA MOVIE DELUXE SWINDLE SPORTS CAR
TRA MOVIE DELUXE TOW TRUCK
TRA MOVIE DELUXE ARCEE
TRA MOVIE DELUXE WRECKAGE
TRA MOVIE DELUXE DREADWING JET
TRA MOVIE DELUXE ARMORED TRUCK
TRA MOVIE DELUXE LOW-RIDE PICK UP

TRA MVIE VYGR AUTOBOT RATCHET AMBULANCE
TRA MOVIE VOYAGER THUNDERCRACKER

(I'm guessing the Ratchet Ambulance and Thundercracker are probably remould/repaints of Voyager Ratchet and Starscream).

Arcee? For real? she did make an apperance in the prequel comic, though. Hmmm... That's cool.

Swindle as a sports car, eh? So this is from before he joined the army, when he was a free wheeling, double dealing, heart stealing road scholar?

Will Arcee be recognisable as a fembot or is that aspect of hercharacter being conveniently ignored?

In the comic, it's fairly recognisable, even if she does remind me of BM Rattrap.

I seriously think he was part of the Star Wars/Transformers line up and was supposed to be a military Clone troop transport, that was originally green (the wookie Planet battle), and ended up with a snow color change and paint scheme and added as an extra character to the Movie line..because Hasbro changed their minds and only wanted SW/TF that looked like actual movie characters(Han, Vader, Luke, Empreror, Ect..) from Star Wars in bot form..

It does look a lot like something out of Star Wars and I wouldn't be all that surprised if it were originally designed with a clone-trooper head. But, at the same time, all the previous Star Wars Transformers have had pretty accurate alt modes and I haven't seen any Star Wars vehicle this matches-up with exactly. Plus, it isn't as if the Transformers line hasn't had previous figures heavily inspired by Star Wars vehicles.
