Any way one can get it outside convention? What about alternatives?
We won't know until after Comic-Con, but it's quite likely that he will be available, at retail, through hasbrotoyshop.com. In both 2007 and 2008, the "exclusive" toys were available there... in fact, you can still get Nemesis Prime and Titanium Skywarp through them now (though only the overpriced, AFA-graded ones).
Alternately, you can wait until they pop up on ebay, or find someone going to Comic-Con (like me) to try and get one for you. (I still have 2 Universe Nemesis Primes MIB, personally

That is the last place I would try because my budget is so limited and irregular and I know very well price would be everything but cheap.

That is a nice offer but I'm afraid I won't have the money in such a short notice. Today's economy makes me schedule purchases months in anticipation.

Good point dude! They really should have considered a more exclusive package for such an exclusive TF. I will try to get my hands on it simply cause I need an opened SW to compensate for my sealed reissue #10. Ratbat is a cool incentive too but like someone just pointed out it's time to let Rumble and Frenzy join their master with evil pride!!!

Do you happen to remember how they were priced on hasbrotoyshop.com? Were they the $50 retail-ish, or really marked up?
